Pay Range: $300,000 - $375,000 per year

Summary:
The System Vice President (System VP) of Surgical and Procedural Services is a senior executive responsible for the strategic vision, operational leadership, and financial performance of all inpatient and ambulatory surgical and procedural services across the health system. This scope includes all hospital operating rooms, ambulatory surgery centers (ASCs), catheterization labs, endoscopy suites, interventional radiology, and other invasive procedural areas.
As a key leader within an academic healthcare system, the System VP exemplifies the RUSH mission, vision, and values and acts in accordance with RUSH policies and procedures. This role requires a dynamic leader who can balance standardization and system-wide efficiency with the unique needs of multiple hospital, ambulatory and clinical sites and departments.
Knowledge, Skills, and Abilities:
• Demonstrated ability to lead large-scale change, develop strategy, and achieve operational, financial, and quality goals in a complex, matrixed organization.
• Strong financial acumen with extensive experience in budgeting, financial analysis, and productivity management
• In-depth knowledge of healthcare regulations, accreditation standards, and quality improvement methodologies.
• Exceptional interpersonal, communication, and presentation skills with the ability to influence and build consensus among diverse stakeholder groups, especially physicians.
• A proven track record of developing and mentoring leaders and staff.
Responsibilities:
Strategic Leadership and System Growth
• Develops and executes a system-wide strategic plan for surgical and procedural services that aligns with the organization's overall goals, focusing on service line growth, market expansion, and technological advancement.
• Leads business development initiatives, including the evaluation and integration of new ambulatory surgery centers, partnerships, and capital-intensive technologies.
• Collaborates with marketing and strategy teams to promote the system's surgical and procedural capabilities to referring physicians and the broader community.
• Continuously assesses and implements innovative care models to enhance service delivery across the continuum of care.
• Collaborates with strategy teams to identify and model de novo ambulatory surgery center opportunities.
Operational Excellence and Financial Management:
• Directs all operational aspects of surgical and procedural areas to ensure efficiency, optimize capacity, and maximize throughput (e.g., block utilization, turnover times, on-time starts).
• Establishes and manages system-wide operational and capital budgets, ensuring services meet financial targets through effective resource management, supply chain optimization, and revenue cycle integrity.
• Develops, implements, and monitors standardized policies, procedures, and performance metrics across all sites to drive consistency and operational excellence.
• Partners with Information Technology to ensure the effective use of the Electronic Health Record (EHR) and other systems to support efficient and safe patient care across surgical and procedural platforms systemwide.
Quality, Safety, and Patient Experience:
• Fosters a culture of high reliability, championing patient safety and clinical quality as the top priorities.
• Ensures all surgical and procedural areas are in continuous compliance with regulatory and accreditation standards (e.g., AAAHC, The Joint Commission, CMS, IDPH).
• Oversees the development and implementation of quality assurance and performance improvement (QAPI) programs, monitoring key clinical outcomes (e.g., surgical site infections, patient-reported outcomes).
• Drives initiatives to consistently elevate the patient and family experience, using data and feedback to guide improvements.
Physician and Staff Collaboration:
• Builds and maintains strong, collaborative relationships with physician leaders, including system and local level CMOs, academic department chairs, section and division leaders, community hospital physician leaders, service line leaders, medical directors and medical staff.
• Works in a matrixed environment to align system goals with facility-specific objectives, leading through influence and shared governance.
• Partners with Human Resources to ensure the recruitment, retention, and professional development of highly qualified clinical and support staff.
Academic Mission Integration
• Actively supports the health system's teaching and research missions by ensuring procedural areas are appropriately resourced and structured to accommodate residents, fellows, and students.
• Collaborates with the Graduate Medical Education (GME) office and clinical department leadership to facilitate an outstanding learning environment.
• Promotes and supports the integration of clinical trials and other research activities within the surgical and procedural environment.
Qualifications:
Education:
• Master’s degree in Business Administration (MBA), Health Administration (MHA) or a related field required.
• Fellow of the American College of Healthcare Executives (FACHE) highly preferred.
Experience:
• Ten (10) years progressive leadership experience in healthcare operations.
• Five (5) years of management experience in multiple surgical and/or procedural departments (e.g., Operating Rooms, ASCs, Cath Labs).
• Prior experience in a multi-site, integrated health system.
• Proven record of maintaining medical care excellence and achieving performance and financial goals.
• Ability to interact with highly qualified physicians and solve complex issues.
• Experience with patients and clinical/non-clinical staff.
• Demonstrated analytic skills, business acumen, and marketing capability.
• Effective communication and leadership skills.
Preferred Qualifications:
• Green or black belt certification.
• Project management experience.
