Summary:

The Payer Contracting Manager is responsible for developing and maintaining relationships with third party payers including but not limited to Managed Care Commercial payers, Medicare Advantage payers and Medicaid payers and negotiating managed care agreements both fee-for-service (FFS) and value based care (VBC) with these third party payers on behalf of Rush Health Participating Hospitals and Physicians (Members). These negotiations shall be under the direction of the Directors of FFS Payer Contracting and VBC Payer Contracting. This responsibility also includes management of referral contracts with other physician organizations. This position shall also assist in Member education regarding payer agreements and in monitoring and enforcing payer compliance with contract terms. This position is pivotal to capturing and retaining business for our Members and growing and maximizing financial performance. •Bachelor's Degree
•At least five (5) years’ experience in a managed care environment with direct payer contracting experience.
•Experience in multi-facility health system, large academic medical center or insurer environment.
•Strong financial knowledge base related to all managed care reimbursement methodologies including the various fee-for-service structures and risk based structures such as capitation, shared savings and global payments.
•Specific and thorough understanding of physician and hospital coding, claim forms, payer EOBs and reimbursement methodologies.

Responsibilities:
• Negotiate and maintain fee-for-service (FFS) contracts with third party payers as assigned by the Director, FFS Payer Contracting.
• Assist in the development and negotiation of value-based care (VBC) risk contracts with third party payers as assigned by the Director, Value Based Payer Contracting.
• Negotiate, analyze and model current, proposed, and final FFS pricing terms for hospitals and physicians in accordance with Rush Health pricing standards.
• Under the direction of Director, Value Based Payer Contracting, assist in negotiation of VBC financial risk terms working in conjunction with Analytics and actuary, when needed, to develop financial risk models to analyze payer VBC proposals including ACO, shared savings/shared risk, capitation, global bundled pricing and % of premium contracts.
• Under the direction of Directors Contracting, evaluate and initiate new FFS and VBC contract opportunities.
• Negotiate FFS contract language in accordance with Rush Health language standards.
• Under the direction of Director, Value Based Payer Contracting, assist in negotiation of VBC contract language and performance terms in consultation with Rush Health business and support departments (Clinical, Analytics, HIT, Payer Relations, Legal, Finance).
• This includes legal, compliance, quality measures, reporting and data exchange requirements. Coordination through VBC Workgroup.
• Monitor and analyze performance of third party payer agreements including profitability, volume, strategic initiatives and payer compliance issues.
• Develop and maintain relationships with third party payers.
• Establish and maintain a system of reviewing and assessing changes in the Federal and or State regulations in regards to Managed Care contracts.
• Achieve and maintain a full understanding of Medicare and or Medicaid pricing reimbursement and structure for both physicians and hospitals.
• Work closely with Directors, Contracting to develop and monitor contract negotiation schedules, timelines and annual pricing renewals.
• Assist in the development and implementation of an annual strategic plan for third party payer contracting, including the continued development of VBC opportunities and implementation of pricing strategies and contract language standards.
• Assist Director, Value Based Payer Contracting in coordination and management of VBC program initiatives and contract terms with governmental payers including CMS and programs such as MSSP, BPCI.
• Manage negotiations for all "ad-hoc" individual case agreements in accordance with Rush Health policies and standards.
• Responsible for maintenance and ongoing auditing of all physician and hospital pricing in the contract management system.
• Assist Directors Contracting in contract implementation of FFS and VBC contracts for Members.
• Work closely with Payer Relations to ensure all fee schedules and Contract Summaries on the Rush Health website are accurate and current.
• Maintain and keep updated "contracted designated" fields for physician and hospital Contract Summaries Assist Director, Value Based Payer Contracting in maintenance of VBC contract summaries including performance targets and measures matrix, timelines, contract requirements and deadlines.
• In coordination with Director, Value Based Payer Contracting and Payer Relations, monitor and manage VBC payer compliance issues including rosters, assignment, reports, delivery dates, fees, audits.
• Monitor and analyze changes in payer VBC programs and policies that may affect contract performance and initiate negotiations as warranted.
• Coordinate any credentialing or request for information (RFI's) requirements for new COE and VBC initiatives.
• Work closely with Payer Relations in development of orientation and educational materials to educate Members regarding payer contract terms, Rush Health reporting tools and market issues.25.
• Work closely with Payer Relations and Member revenue cycle teams to resolve contract compliance issues with third party payers and ensure the negotiated contract rates are implemented in payer systems and paid in accordance with the agreements.
• Participate in monthly payer joint operating committee (JOC) meetings; serve as lead role for addressing contract issues.
• Staff Committees as assigned.

Responsibilities:
1.Lead on-site staff members and act as a HIM operations resource for the team’s work to ensure smooth departmental operations, medical records and health information management operations
2.Understand and keep patient sensitive information protected per all applicable federal, state, and local guidelines, including HIPAA (Health Information Portability and Accountability Act) for medical records processing and requests.
3.Triages and provides excellent patient and internal/external customer service (via phone, in-person, or by electronic means/MyChart) inquiries and on-time delivery of records to patients, payors, or approved outside entities
4.Collaborate with Epic D&IS teams and ancillary software vendors to optimize documentation workflows and ensure efficient operations.
5.Interact with and communicate with all levels of clinicians including physicians, residents, nurse practitioners, physician assistants, and others to ensure documentation completion according to the medical staff bylaws, including deficiencies.
6.Use critical thinking and customer service skills to ensure a positive experience for visitors
7.Check and troubleshoot document quality control issues to ensure a legible medical record while monitoring accuracy.
8.Oversee the maintenance of equipment necessary for departmental operations
9.Strategically assign work within the functional areas in scope and ensure cross-training occurs to expand organizational goals and personal growth of staff members.

Pay Range:  $94,827 - $154,315 per year

Summary:
The HR Compliance Manager is responsible for the leadership, oversight and management of all regulatory and compliance processes within Human Resources, and ensures adherence to Human Resources regulatory requirements, maintaining and updating HR policies and processes, and offering expert consultation on compliance-related matters. Prepares for, owns and leads the HR response to regulatory visits, including collaboration with leaders and employees across the organization. Exemplifies the Rush mission, vision and values and acts in accordance with Rush policies and procedures.

Responsibilities:
1.Proactively creates, maintains, updates, and owns all Human Resources policies and processes; ensures all comply with federal, state, and local laws and regulations, as well as business and University goals. This includes leading regular institution policy reviews and ensuring stakeholder alignment and timely updates.
2.Develops, monitors, and audits all regulatory, legal, and organizational compliance requirements related to the pre-employment and employment cycles.
3.Acts as a subject matter expert on HR-related compliance matters and their impact on the organization. Provides consultative support to HR Business partners, Centers of Excellence (COEs) and senior leadership on policy interpretation and application. Collaborates with departments within and outside of HR to promote compliance awareness and consistency in policy execution.
4.Leads and manages the Human Resources’ department-wide role in audit and accreditation initiatives and visits from regulatory bodies. Proactively prepares prior to regulatory visits to ensure smooth response.
5.Responsible for ensuring system compliance with employee licensure and certification requirements
6.Develops and leads organization-wide and department-specific communication of and training on existing, new, or revised HR policies. Partners with Communications and Learning & Development to develop communication and change management plans; ensures clarity and accessibility of HR policy materials for employees and leaders.
7.Regularly and proactively conducts HR compliance audits, assesses and identifies areas of potential risk or documentation deficiencies, and implements and leads process improvements and corrective actions where necessary. Provides audit results and reporting on quantitative and qualitative data and findings.
8.Partners with Procurement and Legal to review HR vendor agreements for compliance requirements and risk management, including all contingent worker and/or contractor agreements.
9.Maintains an understanding of regulatory issues and stays current on applicable standards through seminars, training courses and regulatory literature.
10.Coordinates with the Office of Legal Affairs and HR COEs to maintain alignment with legal and operational standards.
11.Assists the Office of Institutional Equity with OFCCP compliance initiatives, including the Affirmative Action Plan and related activities.
12.Partners with Digital & Information Services teams to ensure HR data privacy and compliance.
13.Develops process maps, governance documents, and knowledge resources to ensure operational consistency.

1. Bachelor’s Degree in Human Resources, Business Administration, Legal Studies, or a related field.
2. 3-5 years of experience in HR policy development, compliance, or regulatory affairs.
3. Equivalent education and experience may be considered.
4. Strong working knowledge of employment laws, labor standards, and compliance frameworks.
5. Experience in policy authorship, legal research, and regulatory interpretation.
6. Excellent writing, communication, and interpersonal skills.
7. Ability to manage complex projects in a dynamic, fast-paced environment.
8. Proficiency in Microsoft Office Suite and experience managing digital policy systems.
Preferred Job Qualifications:
1. Juris Doctor (JD) or advanced degree in a related field.
2. Experience with PolicyTech.
3. Experience managing compliance in a hospital system.
